Every Child Belongs Model

The City of Toronto is committed to an inclusive child care system that promotes positive and healthy learning environments for all children. To facilitate the inclusion of every child needing extra support, Toronto Children's Services and our service providers work together with child care programs and families to support children with additional support needs. 

Every licensed child care program has access to an assigned Resource Consultation Staff from a designated service provider agency.  These professionals provide the support needed so that every child can take part in the child care program of his or her family's choice.
